Since its launch exactly one year ago, the program has financed down payments on 1.387 homes and benefited 2.052 people, according to data from the Catalan Finance Institute (ICF). The loan, of up to €50.000, covers the 20% of the property value that banks typically do not finance, and repayments do not begin until the main mortgage has been paid off.

Extension of the age limit and new conditions

The most significant change is that the maximum age for applying for the loan has been raised from 35 to 40. This measure responds to the demand from a group that, according to the ICF (Catalan Finance Institute), was approaching the previous limit without having been able to save enough for a down payment. According to the ICF, 55,5% of the young people who participated in the program were renting before buying, while 37% lived with their parents.

Caja Ingenieros, one of the participating institutions in the program, has finalized 60 mortgage transactions totaling €9,18 million in just ten months , all linked to the Emancipation Loans. The credit union reviewed 84 applications and approved 80, reflecting a high acceptance rate among its members.

Requirements and participating entities

Emancipation Loans are available to individuals aged 18 to 40 registered as residents in Catalonia who wish to purchase their first home as their primary residence. The annual gross income limit cannot exceed 6,5 times the Catalan Income Sufficiency Indicator (IRSC) , which is approximately €52.000 for a single-person household. The property, whether new or resale, must be located in Catalonia, have a valid occupancy certificate, and not be previously classified as subsidized housing.

The program has the support of a dozen financial institutions: Abanca, Arquia, Banc Sabadell, Banco Santander, BBVA, Bankinter, CaixaBank, imagin, Caixa d'Enginyers, CaixaGuissona, Kutxabank, Laboral Kutxa, and UCI. These banks provide a conventional mortgage for the remaining 80% of the property value , while the ICF (Catalan Finance Institute) provides an interest-free bridging loan. This combination, similar to how government-backed mortgages allow for 100% financing , enables young people to access full financing for the purchase price, although they must cover taxes and notary fees themselves.

At the local level, in Sabadell, 92 young people have benefited from the Emancipation Loan , 62 of whom have managed to purchase their own homes. The average age in this city is 30,4 years, and the average loan amount is €38.382, slightly above the Catalan average. Although the figure may seem modest, the Catalan Finance Institute (ICF) points out that demand remains high and that extending the age limit will allow them to attract more applicants.

The program is part of a broader strategy by the Catalan government that includes direct rental assistance, the 50.000 Plan to promote affordable housing , and a new line of subsidies for energy-efficient renovations.
