The University Law project for Andalusia (LUPA) takes a decisive step towards converting the university tuition bonus in the Andalusian public system. The initiative, already in parliamentary procedure, consolidates a model that compensates for the 99% of the cost of the credits approved in the first registration, with the aim of reducing economic barriers and promoting the continuity of studies, including those credits to complete a master's degree.
With this move, the Board puts a measure that had been applied in black and white and is now enshrined in the law. The LUPA also accompanies this discount with a specific assignment and with new academic and participation rights for students, reinforcing a focus on equal opportunities and improved performance.
99% Bonus: What Changes with the LUPA
The articles 32 and 35 The project expressly recognizes the reduction in public tuition fees. This means that students in the Andalusian public university system will see their tuition fees compensated. 99% of of the credits that are passed in their first registration, a scheme that was already operating de facto and is now being consolidated to give it continuity and legal security.
The regional administration justifies this decision on criteria of equity and academic merit: This encourages passing on the first attempt and, at the same time, prevents a lack of resources from hindering students from staying at university. The rule links the bonus to the academic result of the course, so the aid is applied to the credits passed.
For its implementation, the text provides for a provision of 43,66 millones de euros in the reference year, with the aim of covering the cost of the measure throughout the Andalusian public system. According to the project, universities will manage the application of the discount in their usual registration and settlement procedures, guaranteeing a homogeneous implementation.
Who benefits and how it will be applied
The bonus reaches students at Andalusian public universities, always with respect to the credits passed in the first registration. In practice, students see almost all of the public price associated with this teaching load compensated, which contributes to reducing the abandonment for economic reasons and maintain more stable academic trajectories.

Mobility, residences and complementary aid
The text promotes programs of student mobility to enrich their training and cultural experience in regional, national and international environments, with priority for Erasmus +Internationalization is considered a key vector of comprehensive training.
In terms of accommodation, LUPA promotes access to University residences through coordinated actions between academic institutions. In addition, it establishes that the programs of Scholarships and grants consider the housing factor, an area that is not included in this way in the state LOSU.
Guarantees of teaching and student participation
To ensure the continuity of classes, the project provides for the immediate coverage of teaching in the event of vacancies while contracts are being processed, a provision located in article 38.6The goal is to avoid gaps in programming and protect the quality of educational services.
In governance, the articles 80.5, 81.6 and 89.1 They broaden student participation and introduce the election by weighted universal suffrage for positions such as rector, deans, and heads of schools and departments.
